I am directed by Mr. Secretary Henderson to refer
to Foreign Office letter No. F 3381/72/10 of the 17th
July and to previous correspondence relative to the sinking
of the S.S. "Irene", and to transmit to you, herewith, copy
of a despatch, with enclosure, which has been addressed to
His Majesty's Minister at Peking on this subject.

In view of the point raised in the second
26-0. paragraph of your letter No. 62771/29 of the 8th instant,
Mr. Henderson has omitted from the draft of the note to
be presented to the Chinese Ministry for Foreign Affairs
not only the words quoted in Foreign Office letter under
reference but also the words after "in this case" at the
end of paragraph 16.
3. A copy of this letter is being sent to the
Admiralty.
